Books not for sale in America?

Why do some books (particularly scientific reference books) have an American flag with a strike through it, followed by the phrase: “Not for Sale in USA.”

Why would this not be permitted?Books not for sale in America?
It has to do with the amount of many paid to the authors for copyright privileges.

I am familiar with a textbook on the Technical subject of JPEG2000 by Taubman and Marcellin. The book's cost was about US$120.00 while in Taiwan I saw that the exact same book in English was about $US35 equivalent in Taiwanese money.

The authors forego huge copyright fees to sell knowledgeable texts to the rest of the world at a much lower cost simply to make the knowledge available. In the US they assume all American students and Engineers can afford huge royalties for the authors and charge exorbitant prices for the books.

To make this system work, they must prohibit the sale of the reduced royalty books in the USA.
