Buying land not for sale?

Its not for me, there is this park in our neighborhood and people go there but it has seen better days. My uncle has plans for it but i was wondering can he buy the park if it isn't for sale? how would he do that? and would it cost more if its not for sale?Buying land not for sale?
a; if it is a park, it is likely city property and the only way they will


give it up is in a property swap.





b; a property can be ID'd by ownership by going to the county


recorder.





c; any prop that is privately owned--go to the county recorder,


get the current owners name and address and then,


hire an appraiser and offer the seller, the appraised value.





Buying land not for sale?
Jordan it's possible. What you need to do is find out who owns it. Go the the tax assessors office in that county and find out all the particulars on that property. A Realtor can be of assistance as well, helping you through the process and legalities of making an offer. It's possible the city owns the land and it won't be for sale.
If it's not for sale, it's not for sale. If it's owned by the city or county, it's probably not for sale because it's a park.
If it's city property, he can't buy it. If it's private property, he can make an offer to the owner.
