Why are urinal blocks ';Not for sale in the state of California';?

I work at a hotel as a janitor of the public areas and was looking in the supply closet when I came across them. In bold letters it says that they are ';not for sale in the state of California';.





I was wondering why this is!





Please provide a source to your response as something to back up your answer with. (If you don't include something to back up your answer with, say bye bye to the possibility of a best answer!) Why are urinal blocks ';Not for sale in the state of California';?
PARADICHLOROBENZENE is on the list of California's Proposition 65 Cancer Causing Chemicals. If a building used blocks containing this chemical in California, they have to post signs with a ';Prop 65 Warning'; at every entrance, they have to notify everyone living or working within a certain radius and they have to put public notices in local newspapers on some arcane schedule.





So companies that still use the chemical in their product, for liability reasons, mark it ';Not for sale in California.'; New York and Puerto Rico are probably joining the list.Why are urinal blocks ';Not for sale in the state of California';?
Perhaps some in California confuse them with large after dinner mints.

Actually, California must have a regulation about the chemicals in the standard blocks not being used there for fear of getting into the water supply. I don't need a source, everyone knows that California over-regulates everything.

The Para-dichlorobenzene (PDCB) is considered to ba a health risk and California feels that it needs assessment for the airborne toxins.
