Why are foods manufactured here not for sale here? e.g. Expandex tapioca and gluten free Betty Crocker mixes?

Here, as in Canada. I really want to purchase Expandex tapioca flour (manufactured in Cambridge, ON) General Mills Rice Chex etc. and Betty Crocker gluten free mixes (manufactured in Canada) and yet, no one is distributing them here?
