It's all part of the paranoia he tries to instil in his people, trying to suggest that the opposition is financed by the west and British imperialism. I have a theory that is completely senile. He must be with the rambling nonesense that comes out of his mouth on times. Jesus, why doesn't he retire and chillax? he's always so angry all the time. I wouldn't like to see the results of his blood pressure readings.
It's one of his stock phrases. He tries to suggest that the West, esp. UK and USA, are trying to control Zimbabwe, so his people will be frightened and support him.
