There is a house I am interested in. The house is 100% paid for, but almost 3 years are currently owed in back taxes. The owner can't possibly pay for it, or get a loan to pay it. She is unemployed. I would like to offer to purchase the house because it is in need of a lot of repairs. I want to try and purchase the home before it forcloses/seized by the town. I want to know the proper way of putting an offer to this person, and the least offensive. I'm not sure how they would take it.Putting offer in on house not for sale?
You can just go and talk to her, normal in a casual way, and tell her that you think her '; house'; is the one you like very much,
ask her if she is willing to sell, you will pay all in xyz and also if she is interested, if she says no, then give her your number and tell her that she can consider your offer, and call you anytime,
you will get a call soon.

find a RE office; get a BUYER';S agency signed; never a dual agency
agreement. Submit an offer to the owner via your RE agent.
a house never ';has to be on the market'; to permit a prospective
buyer to submit an offer on it.
[btw-if you live in one of the 12 states
that is a TAX certification state instead of
a tax real estate foreclosure state, you
can pay her back taxes and after 3 consecutive years, go to court
and seek a deed from them.
she does a chance to pay you off before
the court date!!! [as does any lender that
she has a mortgage with]

If the house is 100% paid for, it cannot be foreclosed.
Talk with the owner; ask her if the property is for sale, and if so, you'd like to provide her a proposal. Honesty is the least offensive. Best Wishes!
Write the owner a letter. State that you would like to purchase their house and ask if they are interested. Do not say anything about back taxes or the owner's financial problems.
