Buy a book of plans. You can find an assortment of them at some book stores, building centers (such as Lowe's), and some newsstands.
Most of the time you can. It depends on your city. These are available through the city planing department. Usually requires a fee of some sort though. Some city libraries also carry them. Just do some reasearch on online at you cities webpage.
you can easily obtain a sketch of the property through your county's auditors website. You can locate it pretty easily through netronline.com but as far as floor plans, you would have to contact the owner or builder for those
