How do I buy Land that is not for Sale?

My husband and I want to buy some land. There are many pieces of land in our area that are not being used for anything. There are no for sale signs on any of them, but other people are buying them somehow. I have asked all of my family and friends, and none of them know how to buy these lots. Any ideas?How do I buy Land that is not for Sale?
People in the real estate business can often look up the owners of land and then you mail them an offer. I have not done this myself but I know people at work that do and it isn't difficult. In fact, ownership records are public and if you wonder into the assessor's office you can look up the owners yourself. How do I buy Land that is not for Sale?
Property tax records are now online in most areas so look up the address in the state's data base and look up the landowner's phone number. I would call and write a letter expressing interest and seeing if they are interested in selling. You never know...
People buy them by having their agents find out who owns the land and making an offer.
